| dc.description.abstract | This study aims to shed light on the political participation of Jew and Christian citizens of Islamic State" Ahl Alkitab". Before this study discusses the Islamic Verdicts of Ahl-Alkitab's many involvements and positions, it spoke first about the origins of the concept from Holy Quran and Sunna. By truly understanding the Quran verses that mentions them، which is an act of fairness by Allah the Great that He didn't leave anything for Muslims without being explained and detailed. And so, Allah mentioned in his book who are enemies of islam and who are something else. The discussion of Ahl-Alkitab in Quran and Sunnah includes، even، the internal feelings they have towards islam and muslims، then how about their characteristics and goals they are after!? In this pattern، the first chapter of this thesis is to clarify who are Ahl-Alkitab. And explain the term of Ahl-Alkitab in Islam and in the Islamic State. This thesis came to answer many frequently asked questions about Ahl-Alkitab; about common living، their contributions to building the state and active participation in sensitive and important establishments. I also mentioned many islamic proofs regarding these topics. In addition i elaborated upon the opinions of islamic scholars detailing each side and contribution Ahl-Alkitab could make. Then this thesis moves to the obligations they " Ahl-Alkitab" have towards their state and the conditions they accepted to become citizens and being given a lot of rights and preferences. Also, i mentioned a set of their rights, like the right of religion and creed, in addition to the right of living safely and peacefully in the islamic state. I also went through their social and political rights which could be used to gauge their effect in the Islamic State. After that i spoke in detail about the Islamic regime and state and what is included under that regime of characteristics, pillars and basic elements. I also mentioned the strength of the relationship between the islamic regime and Ahl-Alkitab through the obligatory conditions they have upon themselves. I also cited the term of Politics and clarified it. And the extent of global politics that its concept included the understanding of Ah-Alkitab's participation in the centers and est ablishments of the Islamic State. Moreover, i explained every domain they can take part in education, legislation and executive systems. And finally their participation in the military field in the Islamic State. | en |
| dc.description.abstract | ركَّزت هذه الأطروحة على المشاركة الفعلية السياسية لأهل الكتاب في النظام السياسي الإسلامي بحيث تم الحديث في هذه الرسالة حول دخولهم لبعض مؤسسات وعناصر الدولة الإسلامية والتي من خلالها يكون تكليفاً لا تشريفاً على كل مشارك تم توظيفه فيها . وقبل هذا الكلام جاء في التمهيد من الرسالة، مقدمات عن أهل الكتاب؟ وتوضيح طبيعة التواجد لأهل الذمة في النظام السياسي الإسلامي وعلى أي أساس يثبت هذا التواجد. وفي هذه الرسالة تم توضيح معالم وأسس وعناصر النظام السياسي الإسلامي ، الذي تبين من خلال سيرة النبي محمد- صلى الله عليه وسلم- وصحابته الكرام – رضي الله عنهم- في كيفية بناء الدولة (النظام السياسي) وتحديد المشاركين فيه بذكر شروطهم وصفاتهم. وبهذا البحث يتم المعرفة حول مشاركة أهل الكتاب في النظام السياسي الإسلامي. ثم تنقلنا الدراسة عن الواجبات والصفات حول المشاركين بشكل عام في النظام السياسي الإسلامي ، وما هي الشروط التي وضعها الفقهاء في كل منصب وصاحبه، حتى يكون الرجل المناسب في المكان المناسب، فكما أن الباب ليس مفتوحاً أمام أي مسلم للدخول في مؤسسات النظام ومجالسه، ينطبق أيضا هذا الكلام على أهل الذمة، فليس كل دائرة في النظام السياسي مفتوحة لهم ويجوز لهم الدخول بها. فنجد الفقهاء أجازوا لأهل الذمة بالدخول في بعض مؤسسات الدولة ، ومنعوهم في بعضها ، وذلك حسب الشروط التي يجب أن تتوفر في كل متقدم، وحسب حاجة الدولة لذاك الشخص، فكان إشراكهم في مناصب غير حساسة وذو سلطة على المسلمين، وإبعادهم عن المؤسسات المهمة والمصيرية للنظام السياسي الإسلامي. لتكون هذه الدراسة مجيبة عن كثير من الأسئلة المطروحة حيال أهل الذمة ومشاركتهم السياسية في بناء مشترك للدولة، ومن مشاركة فعالة في مؤسسات الهامة والحساسة وغير ذلك في الدولة الإسلامية، وذكرت كثيراً من الأدلة الشرعية تجاه هذه المواضيع ، وذكرت آراء العلماء مفصلاً لكل جانب وكل مشاركة يمكن لأهل الذمة أن يشاركونها والترجيح بين الأدلة وأقوال الفقهاء . ثم بعد ذلك تحدثت بالتفصيل عن أهمية أسس النظام السياسي الإسلامي، من نظام التشريعي والتنفيذي، والنظام التعليمي والنظام القضائي و أخيراً النظام العسكري، وما ينطوي تحت كل نظام من ميزات وأركان وأسس، وما ينطوي تحته من أعمال ووظائف، وما مجال هذه الأسس للذمي في أن يكون عضواً فيها، ويعمل في دعمها؟ ثم بعد ذلك ذكرت الشروط والمجالات التي يجوز إشراك الذمي بها والمجالات التي لا يجوز إشراكه بها. | ar |
