As the rest of Palestinian cities, the infrastructure facilities in Nablus City are suffering from deterioration. Among these facilities are the asphalt pavement network, which has mainly been constructed since the beginning of the nineteenth century. Several pavement distresses appeared since the construction of the roads network in Nablus City. The case study includes three main roads in the city with a total length of about 4.5 km including Askar (Amman), Tunis and Yasser Arafat streets. These roads are divided into sections each 100 m length and the condition rating of each section is identified through the calculation of the Pavement Condition Index (PCI) indicator.                                                                                                     The project aims at preparing criteria for prioritization maintenance activities for the targeted roads through proposing the priority index which will be function of the pavement condition index in addition to other important indicators such as functional classification of roads, traffic volume, safety, etc. In order to keep the existing pavements at their satisfactory condition, and to avoid more distresses in asphalt pavements, maintenance will be needed for these pavements. Pavement Condition Index (PCI) will be used to identify the Pavement Condition and the type of maintenance to be used to produce a good pavement management system. After calculating the PCI and identify the needed maintenance technique, the engineer can easily calculate the cost of maintenance for each section in the targeted roads. The proposed maintenance program will be for several years and according to the allocated maintenance budget specified by the Municipality.                                                                 Due to the lack of funding and budgets specified for maintenance of roads, a priority index (which is part of the PMS), for the targeted roads network will be presented to help the decision-makers to take the right decision and make optimum use of allowable funds.en
