Abstract
The research aims at presenting a clear picture of the importance of development in general and rural development in particular, although it is old human, continuous, continuous, renewed and sophisticated. The research also tackled the history and development of planning for rural development in Palestine. , Highlighting its importance and clarifying the most important obstacles facing this type of planning. The area of Wadi Al-Shaer (south of Sharaf, Tulkarem) was chosen for the work of the graduation project. The area includes eight communities with a population of 28,491 in 2017. The region suffers from many problems in all sectors, Weak investment and lack of employment opportunities within the region and their orientation to work within the Green Line, environmental pollution, neglect of archaeological and historical areas. But it has many potentials and opportunities that can be exploited to promote the region economically and socially. The region includes large areas of land that vary between the plain and the mountain and the valley. In irrigated and rainfed agriculture, the orchards of fruit trees, the most important of which are olives, are exploited. The project aims at preparing a framework framework for rural development in the region that regulates land use and provides public services according to specific criteria. It also enhances opportunities for economic, social and environmental advancement in the region. The plan will serve as a vision for comprehensive development in the region. For the next six years
