Abstract
Abstract The research aims at providing a clear picture of the concept of hierarchy of service centers and studying the types of service centers, especially in Salfit Governorate, mainly a re-examination carried out by the Palestinian Ministry of Planning in 2006. In terms of the number of settlements, Salfit is the second governorate after occupied Jerusalem. Where there are 22 settlements on the territory of Salfit. Including one of the largest Israeli settlements in the West Bank - the Ariel settlement, which the Israelis consider the capital of Samaria. Also, through which one of the most important streets linking the West Bank and the occupied inside is the street of Samaria. All this worked to separate the communities from each other and to create three zones, as if each area was isolated from the other, resulting in a dispersion in the distribution of services. This dispersion created competition between two regions, the city of Salfit, the center of the province and the city of Bidya. In this research, I answered two questions. The first, is the location of the existing service centers distributed in proportion to the state of Salfit Governorate? And how? While the second question is whether the services in the service centers are sufficient according to what was classified in the study conducted by the Ministry of Planning previously in 2006? The research included a study of the current situation through an analysis of the site (Salfit governorate), understanding of the community and how it deals with the services through the distribution of questionnaires to the population of the governorate. The results showed that the locations of the existing service centers (a sub-regional center: Salfit, a local center: Bidya and a neighboring center: Kefel Hares) are quite appropriate. It also showed that the majority of the services available, in the service centers, are suitable for the size of the governorate and are also growing higher than their expected level, as in the city of Salfit and the city of Bidia, which makes Salfit governorate able to serve its neighboring areas beyond its administrative boundaries through its centers. However, due to the political obstacle of the unjust occupation and its policy to divide the Palestinian communities geographically to control the region more easily, it has become difficult to access basic services that need quick access to these services, as is the case in the western province. The services in West Salfit, in the local center, should be upgraded to a semi-regional center, providing a health center with an emergency department, a rapid surgical section and a maternity ward. Not only access to services is the reason for upgrading the service center in Bidia, but there are additional services.
