Abstract
Transportation and water projects is considered as one of the most important contracting sector in Palestine, these projects are becoming larger, complex and widely varying so many factors influencing its project outcome, one of the biggest factors that affecting the project outcome is cost overrun, since it minimize the contractors profit driving to enormous losses, and leaving the in great troubles. The cost of the construction is one of the major factors of success of any project through the duration from the start to finish the whole project. In the past years most if not all the project characterized by overrun in cost without any consideration to size and complexity. The magnitude of cost overrun varies significantly from project to project, this leads to severe need to minimize the cost overrun and here the management of the project take it turn as core element for success. In our graduation project we will study the transportation and water projects contracting sector and we will identify the obstacles and problems that face this sector, recognize the factors that affect the cost in the project and cause an overrun in cost, and finally we will identify the main and major factor and examine their relative importance. Many aspects will be covered in this research, such as, cost management process, the method of estimation and allocation cost in transportation project, overrun cost reasons, results, and solutions
