It is linked directly with their life and affects their existence on the land. The Palestinians, both in the West Bank and Gaza Strip, are facing planning system with a colonial and ethnic nature, which seeks to extract them from their own land as well as being an obstacle for the prospects of the development of their regions and settlements. The Israeli planning played a significant and distinct role in the Jubilation and regionalization of what had been occupied of Palestine in 1948. Also, they tried to oppose all the means of land development that was left in the hand of the Palestinian Arabs living after 1948. On the other hand, the Israeli planning was able to develop and improve the land occupied and confiscated by the Israelis during the period (1948-1967). The Israelis used this land for the purposes of work, residence, manufacturing, and development. Meanwhile, they were trying to concentrate and distribute the settlement activities in the occupied Palestine of 1948. The Jubilation and regionalization of Jerusalem City and the adjacent Arab villages and settlements was among the first issues of the Israeli planning. The boundaries of the city was defined with the aim of including as much as possible of the land with the less number of Arab population within what has been called politically and in planning terms Eastern Jerusalem Despite the distinct location of Jerusalem and its features as being the center of the three basic religions, which gives it a significant and special character among other cities in the World, the Israeli planning and the related planning institutions did not consider these spiritual, religious, and cultural values for both Muslims and Christians. So, they continued their intended policy towards the Jubilation of the City and considering it just only a Jewish culture, with no connection to any other nation. The aim of this study is to understand the ethnic nature of the Israeli planning and its intention towards the Jubilation of the City of Jerusalem during the previous periods through a systematic and scientific way. In addition, the study reviews the historical, demographic and physical characteristics of the City as a basic introduction for the development of the various planning policies and regulations. Since the Israeli planning and its tools and procedures towards the Jubilation of Jerusalem are linked with the national Israeli planning goals, the different Israeli planning policies in the Eastern part of Jerusalem with the related legislation and regulations are investigated and analyzed in this thesis Consequently, the dangerous impacts and results of these policies on the society and land are indicated. Furthermore, as the Israeli planning constitutes one the significant tools of managing the Arab-Israeli conflict, certain scenarios for the future development of the City in accordance with the Israeli policies and procedures as well as the repercussions of the Palestinian-Arab side are also mentioned. The results of the study through certain statistical givens based on the Israeli planning policies indicated that there is a very strong Israeli intention to make the Palestinian and Arabs in Jerusalem an ethnic minority without any effective role in the political, socio-economic and planning decision in the management of the City.
