| dc.description.abstract | The Impact of Hamas' political culture or education on Hamas' political behavior while in governance is worth studying for a couple of reasons: the movement is tied thoughtfully and ideologically with a wide spectrum of Islamic movements beyond Palestine; and, with the beginning of the third millennium, it found itself in a new political environment that imposed new roles. This study draws importance from its attempt to envisage changing political behavior based on Hamas' ideology and political thought, and to test the congruency between theory and actual practices. Governance achievements and failures are examined in accordance with the degree of such congruency. The question of Hamas serving its final ideological aims is also evaluated. The researcher is following the descriptive-analytical approach to test the hypothesis put forth: Hamas' political thought and ideology have been very helpful in bolstering Hamas governing capabilities. Accordingly, the study is divided into two parts: one deals with elements and trends of Hamas political culture, the other discusses Hamas political behavior while leading the Palestinian Authority. | en |
| dc.description.abstract | جاءت دراسة هذا الموضوع الحساس من الحياة السياسية الفلسطينية من قبل الباحث، كنتاج لعدة دوافع يمكن بلورتها في كون دراسة حركة حماس بالرغم من دائرة عملها الفلسطينية إلا أنها تأخذ بعدا أوسع في اشتراكها بخيوط فكرية وأيديولوجية مع دائرة الحركات الإسلامية عموما، هذا أولا. وثانيا فإن التحولات التي تعيشها حركة حماس منذ بداية الألفية الثالثة في الأدوار والبئية العاملة فيها تعطي مزيدا من التحفز لدراستها. وأهمية هذه الدراسة بالتحديد تظهر في محاولتها اشتقاق السلوك السياسي التغييري لدى حماس في الحكم استنادا على المنظومة الفكرية والايدولوجية للحركة، ومقدار محاكاة المناهج المتبعة أثناء ممارسة الحكم للمخزون الثقافي والفكري للحركة. وعلاقة ذلك بما حققته حماس في الحكم من انجازات أو ما واجهته من إخفاقات من خلال موائمتها للجانب النظري والممارسة العملية. كما وتحاول الدراسة الوقوف على أهم المنعطفات التي واجهت حركة حماس أثناء قيادتها للسلطة الفلسطينية، ومقدار خدمة المنظومة الفكرية والايدولوجية للحركة في تعقيد أو تجاوز هذه المنعطفات. وعليه فإن الباحث يسعى للكشف عن النقاط سابقة الذكر من خلال استخدامه للمنهج الوصفي التحليلي في فحص فرضيته، التي مفادها: أنه بالرغم من اعتقاد البعض أن الثقافة السياسية لحركة حماس، شكلت عائقا أمام قدرة الحركة على إدارة علاقات الحكم إلا أن هذه الثقافة كانت هي الداعم الأساسي لتثبيت أركان حكم حماس. وهذا ما تطلب تقسيم الدراسة إلى محورين، الأول: الثقافة السياسية عند حركة حماس، مكوناتها، وتوجهاتها العامة، والثاني: سلوك حركة حماس السياسي أثناء ممارستها للحكم. | ar |
