The Effect of Israeli Actions During Al-Aqsa Intifada on Health Services Provided in the West Bank of Palestine

| dc.description.abstract | Alaqsa Intifada which began on 28thof September 2000 has affected all the different aspects of the Palestinian lives especially the health sector, in this study we highlight the effect of the Israeli actions on the Palestinian health services by comparing these services provided to the Palestinian before and during Alaqsa Intifada. The study was done between the 1stof February 2002 and 28th of May of the same year. We used the questionnaire method which consists of two parts, the first one contains the personal data of the health workers and the second one includes 42 questions to be answered, these revolve around 3 domains, the effect on the health providers ,on the patients and who the health strategic planners coped with the new situation. The questionnaires distributed to the health workers according to the following percentage: male (60%) female (40%) working at governmental sector (53%) NGO’S (19%) UNRWA (10%) and the private sector (17%) including doctors (26%) nurse (30%) administrators (14%) and pharmacists (10%), we used the SPSS program to analyze the data. The study results show a significant effect of the Intifada on the health services, the following points worth concernment: - Overall the Israeli actions have negatively impact on the health services provided (29%), the health providers were negatively affected by (38%), the patients and health services recipients by (58%) and the strategic planners coping did not exceed (13%). -The impact of the Israeli actions on all health programs and aspects was significant including the health promotion, health education, immunization, and environmental and training programs. -There was statically significant difference of the level of health services according to sex, age, place of residence and the method of transportation to work, however the study shows no statically significant differences according to type and nature of job, nor to the place of job. Our recommendations in this study are the following: - The health authorities must open hospitals and clinics not only in cities, but in villages and rural areas which can help the people there to avoid the Israeli siege and closure. - Redistribution of health workers according to place of residence is highly recommended. - Drug store and distribution policy of the ministry of health needs to be revised with concentration on decentralization. - Planning on alternatives to deliver all essential health services especially vaccines by coordination between different health sectors and the local communities. - Health workers need special attention and support since they are carrying much heavier and more dangerous work load. - A strong need to establish health media center to cover accurately all the results of the Israeli actions on Palestinian health. | en |
| dc.description.abstract | أثرت انتفاضة الأقصى والتي اندلعت بتاريخ 28ايلول عام 2000على مختلف نواحي الحياة للشعب الفلسطيني ، من أهم هذه النواحي الخدمات الصحية المقدمة للفلسطينيين ، لذلك فقد قمنا في هذه الدراسة ببحث تأثير الإجراءات الإسرائيلية والتي ترافقت مع اندلاع انتفاضة الأقصى على الخدمات الصحية العامة بالمقارنة مع الفترة السابقة لها . تم إجراء الدراسة بين الفترة 1 شباط 2002 وحتى 28 أيار للعام نفسه بحيث تم تمديد الفترة نتيجة للاجتياح الإسرائيلي الكامل للضفة الغربية ، وقمنا باستخدام استبانه تشمل البيانات الأساسية للعامل الصحي واثنان واربعون سؤالا للإجابة عليها بحيث تم تقسيم الإستبانة الى قسمين الأول ما قبل إنتفاضة الأقصى والأخر منذ الانتفاضة بحيث اشتملت على ثلاثة أبعاد تأثر مقدمي الخدمة الصحية ومدى تأثر متلقي الخدمة الصحية ومدى فاعلية التخطيط الاستراتيجي للمسؤولين الصحيين للتأقلم مع الوضع المستجد. تم توزيع الإستبانات على مقدمي الخدمات الصحية كما يلي : ذكور بنسبة(60%) وإناث بنسبة(40%) يعملون في وزارة الصحة(53%)والمؤسسات الأهلية(19%)ووكالة الغوث(10%) والقطاع الخاص(17%)،وراعينا أن تشمل العينة أعمار مختلفة ومهنا" طبية مختلفة كأطباء(26%) وممرضين(30%) واداريين(14%) وصيادلة(10%). قمنا بتحليل البيانات التي حصلنا عليها باستخدام برنامج الرزم الإحصائية للعلوم الاجتماعية (SPSS) وتطبيق الاختبارات الإحصائية المناسبة. بينت نتائج الدراسة تأثرا ملحوظا لتقديم الخدمات الصحية بعد اندلاع الانتفاضة وقسوة الإجراءات الإسرائيلية المرافقة لها ، وهذه أهم البنود الجديرة بالاهتمام : - أثرت الإجراءات الإسرائيلية على مستوى تقديم الخدمة الصحية مقارنة بالفترة السابقة للانتفاضة سلبا بنسبة (29%) بشكل عام بحيث كان التأثير على مقدمي الخدمات الصحية سلبا بنسبة (38%) وعلى متلقي الخدمة الصحية من المرضى والمراجعين بالنسبة الأكبر (58%) وكان تخطيط المسؤولين الصحيين للتأقلم مع الوضع المستجد لا يتعدى 13%. - أثرت هذه الإجراءات على كافة النواحي الصحية بحيث تعطلت معظم البرامج الوقائية والتثقيفية والبيئية الطعومات والورشات التدريبية وجل البرامج الصحية. - توجد فروق ذات دلالات إحصائية في تأثر تقديم الخدمات الصحية تعود لمتغير الجنس والعمر ومكان سكن العامل الصحي وطريقة وصوله لمنشأته، بينما أظهرت النتائج عدم وجود هذه الفروق التي تعود لنوع وطبيعة الوظيفة ومكان المؤسسة الصحية. ومما تقدم فأننا نوصي بما يلي : - العمل على فتح عيادات صحية تستطيع إجراء العمليات الجراحية والولادات في المناطق النائية وأيضا التي تتعرض للاجتياجات المتكررة وضرورة تعيين العاملين الصحيين كل في منطقته الجغرافية لتجاوز الحواجز وعدم عرقلة العمل. - على وزارة الصحة ضرورة مراجعة سياسة صرف الأدوية بشكل شامل لتتلاءم مع الوضع المستجد وتعزيز اللامركزية في اتخاذ القرارات دون الرجوع للمسؤولين في حالات الطوارئ. - ضرورة إيجاد طرق بديلة لإيصال الخدمات الصحية الضرورية مثل الطعومات وذلك بتسيير حملات جوالة ونشر الوعي الصحي عن طريق التعاون بين المؤسسات الصحية بعضها مع بعض ومع المجتمع المحلي لتشكيل لجان طوارئ في كل محافظات الوطن لمحاولة تقليل الأخطار من الأوضاع المستجدة. - العمل على إعطاء كل مريض ملف ولو بسيط عن حالته الصحية وذلك لسهولة متابعة حالته عند التحاقه بأي مركز صحي وإيجاد آلية لتبادل الملفات بين المراكز الطبية. - ضرورة مساندة العامل الصحي الذي تضاعف العمل عليه واصبح يعمل في ظروف خطرة وغير اعتيادية. - أيجاد جهاز أعلامي صحي قوي يعمل على كشف الخروقات الإسرائيلية ويكون على اتصال يومي مع وسائل الأعلام للضغط على المؤسسات الدولية لاجبار إسرائيل على التقيد بالمواثيق الدولية. | ar |
