dc.description.abstractThis thesis investigates the key challenges and opportunities in strengthening good Disaster Risk Management Governance towards resilience in Palestine. Given the region's unique geopolitical context, economic constraints, and social complexities, the study aims to identify the systemic issues hindering effective DRMG and propose actionable recommendations aligned with international standards. The study begins with a comprehensive literature review, tracing the evolution of key concepts in disaster management, including Disaster Risk Management, Disaster Risk Reduction, and DRMG. It emphasizes the importance of understanding these concepts within the frameworks of the Sendai Framework for Disaster Risk Reduction, the 2030 Agenda for Sustainable Development and the Paris Agreement. This research underscores the urgent need for a proactive and coordinated approach to DRMG. The literature review also provides an overview of global progress and challenges in DRMG, setting the stage for a focused analysis on Palestine. Using a structured quantitative methodology, the research captures insights from various stakeholders involved in DRMG in Palestine. The study analyzes demographic data, descriptive statistics, and hypothesis testing to assess the extent of political commitment, legal and policy frameworks, institutional framework and coordination mechanisms, financing mechanisms, and public awareness related to DRR. Key findings reveal significant challenges, including political instability, economic constraints, fragmented governance structures, and limited awareness among policymakers. The study also identifies critical actions to enhance DRMG, such as strengthening advocacy, integrating DRR into national development plans, establishing dedicated DRR agencies, enhancing international cooperation, promoting public-private partnerships, and implementing legislative reforms. The thesis concludes with strategic recommendations to strengthen DRMG frameworks in Palestine, emphasizing the need for systematic reforms, increased stakeholder engagement, and robust financing mechanisms. By addressing these challenges, the study aims to contribute to the global discourse on disaster resilience, particularly in conflict-affected areas, and provide a roadmap for enhancing DRMG in Palestine.
