dc.description.abstractThis study aimed at investigating the actual planning situation for academic libraries before offering new graduate programmers in Palestinian universities. It also aimed at defining the effect of university, gender, educational background, specialization and years of experience variables on librarians' assessment of the planning levels at academic libraries before offering new graduate programmers. The researcher tried to answer the following questions through this study: 1. What is the actual planning situation for academic libraries before offering new graduate programmers? 2. Is there a statistically significant difference between librarians' assessment of the planning levels at academic libraries before offering new graduate programmers due to the university variable? 3. Is there a statistically significant difference between librarians' assessment of the planning levels at academic libraries before offering new grad due to programmes due to the gender variable? 4. Is there a statistically significant difference between librarians' assessment of the planning levels at academic libraries before offering new grad due to programmes due to the years of experience variable? 5. Is there a statistically significant difference between librarians' assessment of the planning levels at academic libraries before offering new graduate programmes due to the specialization variable? 6. Is there a statistically significant difference between librarians' assessment of the planning levels at academic libraries before offering new graduate programmes due to the years of experience variable? To answer these questions, the researcher developed a questionnaire and distributed it to the population of this study which consists of 130 librarians who work in libraries of Palestinian universities that offer graduate programmes. There were 110 (84.62%) responses. 104 questionnaires (80%) of the study population were suitable for statistical analysis purposes. Because of this percentage, the researcher treated the population as a purpose sample and used analytical statistics to justify the study results. The researcher developed the questionnaire that consisted of four main domains (buildings, collections, staff and relationship between graduate students and university library). All domains consisted of 38 items. To answer the study questions, the researcher performed the needed statistical tests according to the study variables and came out with the following results: 1. Palestinian universities do not practice real planning processes before offering new graduate programmes. 2. There were statistically significant differences between librarians' assessment of the planning levels at acadernic libraries before offering new grad due to programmes due to the university variable. 3. Gender variable did not have an effect on librarians' assessment of the planning levels at academic libraries before offering new graduate programmes. 4. Specialization variable did not have an effect on librarians' assessment of the planning levels at academic libraries before offering new graduate programmes. 5. Educational background variable did not have an effect on librarians' assessment of the planning levels at academic libraries before offering new graduate programmes 6. There were statistically significant differences between librarians' assessment of the planning levels at academic libraries before offering new graduate programmes due to the years of experience variable between the (less than 5 years) group and the (more than 15 years) group directed to the (less than 5 years) group. The following recommendations were made: 1. The Ministry of Higher Education to adopt a project to study the real situation of academic libraries and compare this to the international standards set up by the International Federation of Library Associations. 2. Palestinian Universities to ensure that their libraries meet minimum standards before offering new graduate programmes, and set up a timetable to meet these standards. 3. To ensure on providing library and information services for people with special needs and ensure that they are integrated in a society that does not have such facilities for the marginalized.en
