Abstract

Abstract This thesis seeks to assess the impact of digital public relations activities on the implementation of e-governance principles within contemporary administrative frameworks. Utilizing a case study approach, it examines the Palestinian High Judicial Council from the perspective of its employees. The research concentrates on analyzing the current utilization of digital public relations activities, evaluating their effectiveness in advancing e-governance principles, and proposing sustainable strategies for enhancing these activities, grounded in quantitative data analysis. The study employed a descriptive-analytical methodology, utilizing a research questionnaire to gather data. The sample comprised all 130 employees of the High Judicial Council in Ramallah. A comprehensive survey instrument was implemented to enhance the accuracy and comprehensiveness of the findings.   The study sample comprised 130 employees. The findings demonstrated a positive correlation between digital public relations activities and the implementation of e-governance principles at the Supreme Judicial Council. Specifically, digital public relations activities—including digital media, digital inquiry, and digital coordination—were found to significantly influence the implementation of e-governance components such as required technology, human resources, and relevant laws and regulations. No statistically significant differences (α = 0.05) were observed in digital public relations activities based on gender, educational qualification, years of experience, digital training courses, or job title. However, significant differences emerged in the digital inquiry dimension according to educational qualification: individuals with a diploma or lower exhibited higher engagement than those with a bachelor's degree, and bachelor's degree holders showed higher engagement than doctoral degree holders. Regarding e-governance implementation, no statistically significant differences (α = 0.05) were identified based on gender, educational qualification, years of experience, or digital training courses, except for variations associated with job title. Accordingly, the following recommendations are proposed: develop a comprehensive plan to integrate e-governance principles across all Council activities, incorporating measurable performance indicators; leverage digital networks to enhance awareness among employees and stakeholders regarding governance policies and their significance in judicial work; and implement periodic evaluation mechanisms to assess the effectiveness of digital public relations initiatives in advancing e-governance principles.
