| dc.description.abstract | In this researth we discovered that most Palestinian cities face many challenges and problems in distributing services, specially health services. Most of these services are accumulated in the city center, and the absence of careful plans to distribute them to be applicable to the growing number of the population and the increase of the new buildings and the area to be covered. This research deals with the area planning with relation to health services in Salfeet district by using (GIS)" geographic information system". We tried in this honourable research to analyze the actual present distribution of health services and the process of planning that fulfill the needs of the local society of Salfeet District. We also tried to present suggestions to improve and give a better distribution of health services which may help the decision makers to take a step forward. This study implemented the description and analytical procedures depending on the population numbers in the area in 2007,it also implemented the results taken by the researcher on general health services in hospitals, health centers, and pharmacies in the studied area, in addition to the maps that demonstrate the planned areas. We evaluated and analyzed the health services distribution depending on comparison between the neighboring countries and Palestinian health ministry manner and means used in distributing health services with relation to population number and the area. The results demonstrated that health services specially those related to the primary health services centers and pharmacies in the studied area suffer from bad distribution and not qualified which affects the society health. The study pointed to the lack of health care and suggested solutions to redistribute health centers located in Salfit and bidya in addition of improving four health centers from level three to level four. With relation to pharmacies, we suggested to move six of them adding another two. The study also suggested to add more floors to Shaheed Yaser Arsfat hospital and to increase the number of medical team. | en |
| dc.description.abstract | تعاني معظم المدن الفلسطينية من عدة مشاكل وتحديات متمثلة في سوء توزيع الخدمات وخاصة الخدمات الصحية وأيضا تمركزها في وسط المدن وعدم مراعاة المعايير التخطيطية في توزيعها بما يتلائم مع الزيادة السكانية والتوسع العمراني واحتياجات السكان من هذه الخدمات . وجاءت هذه الدراسة لتتناول موضوع التخطيط المكاني للخدمات الصحية بمحافظة سلفيت باستخدام تقنية نظم المعلومات الجغرافية (GIS). الهدف الرئيسي لهذه الدراسة هو تحليل واقع التوزيع المكاني الحالي للخدمات الصحية، مدى كفاءتها وملائمتها، معايير التخطيط المكاني التي تلبي احتياجات المجتمع المحلي في محافظة سلفيت وكذلك تقديم مقترح لتوزيع مكاني أفضل وكفؤ للخدمات الصحية في منطقة الدراسة. إن هذا قد يساعد الجهات المعنية وأصحاب القرار في إتخاذ الخطوات المناسبة لتطوير هذه الخدمة الحيوية. اتبعت الدراسة في منهجيتها المنهج الوصفي والمنهج التحليلي بالارتكاز على نتائج التعداد السكاني الذي قام به الجهاز المركزي للإحصاء الفلسطيني في عام 2007م. كما اعتمدت على نتائج المسح الميداني الشامل الذي قامت به الباحثة لخدمات الصحة العامة ويشمل المستشفيات والمراكز الصحية والصيدليات، بالإضافة إلى خرائط لمنطقة الدراسة كأساس في تحديد المناطق التخطيطية واحتساب مساحتها. تم إجراء التحليل والتقييم لواقع التوزيع المكاني للخدمات الصحية من خلال المقارنة بالمعايير التخطيطية للخدمات الصحية المعمول بها في وزارة الصحة الفلسطينية وبعض الدول المجاورة ومن خلال أسلوب صلة الجوار ونطاق تأثير الخدمة والتوزيع الطبيعي حسب المساحة وعدد السكان. أظهرت نتائج التحليل أن الخدمات الصحية خاصة فيما يتعلق بمراكز الرعاية الصحية الأولية والصيدليات في منطقة الدراسة تعاني من سوء التوزيع وعدم كفايتها مما يسبب ضغط على الخدمة ويؤثر سلبا على المستوى الصحي للسكان. وقد حددت الدراسة أماكن النقص وتم تقديم مقترح تخطيطي يتضمن إعادة توزيع المراكز الصحية الموجودة في مدينة سلفيت وبديا بالإضافة إلى تطوير 4 مراكز صحية من المستوى الثالث إلى المستوى الرابع وتطوير مركز واحد من المستوى الثاني إلى المستوى الثالث. أما بالنسبة للصيدليات فقد تم اقتراح نقل 6 صيدليات وإضافة صيدليتين في منطقة الدراسة في أماكن محددة باستخدام تطبيقات نظم المعلومات الجغرافية. أوصت الدراسة بناء توسعة جديدة في مستشفى الشهيد ياسر عرفات الحكومي وزيادة الكوادر الطبية به لأنه المستشفى الوحيد في المحافظة، كما أوصت بتطوير بعض المراكز الصحية من المستوى الثاني إلى الثالث ومراكز أخرى من المستوى الثالث إلى الرابع وإضافة بعض الصيدليات ونقل صيدليات أخرى. | ar |
