dc.description.abstractThis thesis is concerned with a comprehensive study of the Sha'rawiya area in the north of Tulkarm Governorate in terms of its geographic, social, economic, and service characteristics. Also, it addressed the potential and opportunities in the area in the light of available information and data about the communities in the Sha'rawiya area, as well as information and data collected by the researcher through the field survey. The main objective of this thesis is to develop appropriate strategies for integrated rural development, which will help developing communities in the area, and attracting investment and the exploitation of its potential to achieve economic security and improve the living conditions of citizens and their well-being and improve the level of services. The methodology of the study is based primarily on the descriptive and analytical approach using the tools of the field survey and interviews with government institutions and non-governmental organizations in the study area in particular and in Tulkarm Governorate in general. The results of the study showed the economic and social importance of the Sha'rawiya area as well as its natural and demographic characteristics in terms of its geographical location and location on the largest aquarium. Also, the study indicated that this area suffers from economic, physical and political problems, due to the establishment of the apartheid wall in the most fertile lands, which led to high unemployment in the area. The study recommended the need to adopt a strategy of rural development in the short term in order to overcome part of the problems and requirements of development in the Sha'rawiya area, in addition to adopting a set of strategies over the medium term and long-term such as the strategy of rural planning and organization, the strategy for developing the aggro-industrial sector, and the strategy to improve services and meet the needs of the population, through the implementation of a set of proposed priority projects. In the end, the study emphasized the importance of activating the role of the joint service council to achieve development in the Sha'rawiya are in partnership with local authorities and the Ministry of Local Government to provide funding for the implementation of development projects.en
dc.description.abstractتناولت هذه الأطروحة دراسة شاملة لمنطقة الشعراوية في شمال محافظة طولكرم من حيث خصائصها الجغرافية والاجتماعية والاقتصادية والخدماتية، كما تناولت الإمكانيات والفرص في المنطقة في ضوء المعلومات والبيانات المتوفرة عن التجمعات السكانية في منطقة الشعراوية، وأيضا المعلومات والبيانات التي جمعتها الباحثة من خلال المسح الميداني. الهدف الرئيسي لهذه الأطروحة هو وضع استراتيجيات ملائمة للتنمية الريفية المتكاملةً، تعمل على تطوير التجمعات السكانية في المنطقة، وجذب الاستثمار إليها واستغلال إمكانيتها من أجل تحقيق الأمن الاقتصادي من ورفع مستوى معيشة المواطنين ورفاهيتهم وتحسين مستوى الخدمات. اعتمدت الدراسة في منهجيتها بشكل أساسي على المنهج الوصفي التحليلي باستخدام أدوات المسح الميداني والمقابلات الشخصية مع المؤسسات الحكومية وغير الحكومية في منطقة الدراسة بشكل خاص ومحافظة طولكرم بشكل عام. وأظهرت نتائج الدراسة مدى الأهمية الاقتصادية والاجتماعية لمنطقة الشعراوية وكذل خصائصها الطبيعية والديمغرافية من حيث موقعها الجغرافي ووقوعها على اكبر حوض مائي. أيضاً أشارت النتائج بأن هذه المنطقة تعاني من مشاكل اقتصادية وفيزيائية وسياسية نتيجة إقامة جدار الفصل العنصري على أخصب أراضيها مما أدى إلى ارتفاع نسبة البطالة في المنطقة. وأوصت الدراسة بضرورة تبني استراتيجية التطوير الريفي على المدى القصير بهدف التغلب على جزء من مشاكل ومتطلبات التنمية في منطقة الشعراوية بالإضافة إلى تبني مجموعة من الاستراتيجيات على المدى المتوسط والبعيد كاستراتيجية التخطيط والتنظيم الريفي، استراتيجية تطوير قطاع التصنيع الزراعي، استراتيجية تحسين مستوى الخدمات وتلبية احتياجات السكان، وذلك من خلال تنفيذ مجموعة من المشاريع المقترحة وذات الأولوية. وفي النهاية أكدت الدراسة على أهمية تفعيل دور مجلس الخدمات المشترك في تحقيق التنمية في منطقة الشعراوية بالشراكة مع الهيئات المحلية ووزارة الحكم المحلي من أجل توفير التمويل اللازم لتنفيذ المشاريع التنموية.ar
