The Predominat Leadership Styles of Director Generals of the Ministry of Interior in the Northern Districts of Palestine as seen by the Subrdinates and the Effect of that on the Work Effectiveness

dc.description.abstractThe current study aimed at detecting the leadership styles that are practiced by the general directors of the Interior Ministry in the Northern Districts of Palestine as seen by stuff of the ministry and to show the effect of gender, district, experience and academic qualification on the style of the leadership; Also it helped to know the level of work effectiveness of the general directors in determining the problem through the following questions: 1: What are the leadership styles of the general directors of Interior Ministry in the Northern District of Palestine from the staff point views? 2: Is there a relation between the practiced leadership style and their work effectiveness. 3: Do the staff of the Ministry see that this style of leadership of the general directors differs according to the variables of gender , district ,experience, and academic qualification? In the second semester of the year (2000-2001) this study has been applied on a sample of (120) faculty members of employees in the Interior Ministry in the Northern directorates of Palestine. In order to answer the question of the study and to verify its hypotheses, the study depended on a special research performances represented in the efforts of the researcher in preparing a tool of measurement that is questionnaire of two axes, the first one concentrated on the style of administrative leadership with a total of( 81) items covered the style of (Democratic, Autocratic, and Laissez- Faire), the second axes which is connected with work effectiveness included (60) items covered the (Administrative, Knowledge, and social domains). The validity of the tool was insured by a group of specialized jury while the reliability was calculated by using the equations of Cornerback Alpha, and it was (0.84) for the first axes and (0.86) for the second axes and for the total of the work effectiveness was (0.91). ; In her current study, the researcher used descriptive approach of surveying, and she also used the following statistics : -The arithmetical means, the percentages and the frequencies. -The t-test examination for the independent groups. -The one-way analysis of variance (ANOVA) to verify the existence of differences of a statistical sign. -The (LSD) test for comparisons, and the coefficient of Persons correlation so as to know the extent of the correlative relation between the axes of the study. -The (Sidak) test for the comparisons, Wilks Lambda test. The study has reached several results; the most important ones were as follows: 1. The staff of Interior Ministry see that the Democratic style of leadership is the predominant one followed by the Autocratic and then the laissez- faire one. 2. The results indicated that those who respond to the current on the work effectiveness axes of the general directors to be average in gender (%65.8), and indicated that the social domain is the most satisfactory one followed by the administrative, then the knowledge domain. 3. There is no significant differences at the level (α =0.05) to the variable gender at the style of leadership (Democratic, Autocratic, and laissez-faire). 4. There is no significant differences at the level of (α =0.05) to the variable of district in the Democratic and Autocratic style, where as there was statistically significant differences in the laissez-faire style between the districts of the (Nablus and Tubas) in favor of Nablus, (Salfeet,Qalqilia,Jenin,and Tubas) in favor of Salfeet. 5. There are significant differences at (α =0.05) of attributed to the variable of experience in the lasses-fair style between (3 years and less), (4 - 6)years, in favor of (4 - 6 )years. 6. There were significant differences at (α. =0.05) attributed to the variable of academic qualification on the Democratic style in favor of community college and secondary school certificates. 7. There were no significant differences at (α =0.05) in the domain of work effectiveness attributed to the variable of (gender, district, experience, Academic qualification ). 8. As for the hypothesis of relation among the styles of leadership practiced by the general directors and to their effectiveness work, the finding indicated such relation which was appositive correlative one and statistically significance at the level of (α=0.01) between the democratic style and the total effective work, the value has reached up to (0.59). In the light of forgoing results, the researcher has suggested some recommendations, such as: 1. To develop the skills and up grading the proficiency of the staff of the Ministry through holding training courses. 2. Creation good Interior relations between the Director general and his subordinates. 3. The coordination with the Interior ministry in setting up criteria for leadership posts selection. 4. Opening means of communication among the staff through meetings, seminars, and training courses. 5. The researcher also stressed on the importance of conducting field study in respecting of the ability of the manager to create some kind of activity between his institution staff and on the relationship between the staff in other government institutions.en
