Obstacles Keeping the Palestinian Woman Out of Reach of the Higher Administrative Position in the Palestinian Public Establishments

dc.description.abstractThis study aimed at identifying the degree as regards the obstacles keeping the Palestinian woman out of reach of the higher administrative positions in the Palestinian public establishments form the point of view of the employees. It also aimed at recognizing the effect of some variables such as the establishment role, gender, marital status, number of children, education, place of residence and age, on the obstacles that keep the Palestinian woman out of reach of the higher administrative positions in the Palestinian public establishments. This study was applied to a simple random sample. The researcher distributed (450) copies of the questionnaire in the Palestinian public establishments (Governmental and NGOs) that included the general managers in the ministries and the chairmen of the NGOs and the leaders of the political parties and organizations. This covered (56%) of the population of study. To answer the questions of the study and to test its hypotheses, the researcher built a (66) item questionnaires distributed on four important fields: Political obstacles: (13) items. Administrative obstacles: (14) items. Psychological obstacles: (9) items. Social obstacles: (30) items. The researcher used t- test for two independent groups, ANOV A, means and percentages. The results of the study showed the followings: 1- There are no significant differences at the level (α = 0.05) concerning the obstacles keeping the Palestinian woman out of reach , of the higher administrative positions in the Palestinian public establishments due to the role of the establishment variable. 2- There are no significant differences at the level (α = 0.05) concerning the obstacles keeping the Palestinian woman out of reach of the higher administrative positions in the Palestinian public establishments due to the gender variable. 3- There are no significant differences at the level ( α = 0.05) concerning the obstacles keeping the Palestinian woman out of reach of the higher administrative positions in the Palestinian public establishments due to the marital status variable. 4- There are no significant differences at the level ( α = 0.05) concerning the obstacles keeping the Palestinian woman out of reach of the higher administrative positions in the Palestinian public establishments due to the number of children variable. 5- There are no significant differences at the level ( α = 0.05) concerning the obstacles keeping the Palestinian woman out of reach of the higher administrative positions In the Palestinian public establishments due to the education variable. 6- There are no significant differences at the level ( α = 0.05) concerning the obstacles keeping the Palestinian woman out of reach of the higher administrative positions in the Palestinian public establishments due to the place of residence variable. 7- There are no significant differences at the level ( α = 0.05) concerning the obstacles keeping the Palestinian woman out of reach of the higher administrative positions in the Palestinian public establishments due to the age variable. In the lights of the results of this study the researcher suggested the following of recommendations: Recommending the social and educational establishments to enhance open mindedness during the process to the social upbringing of the two sexes. Recommending these establishments to identify the problems hindering the reach of women the higher administrative positions. Recommending the state administrative systems to apply the promotion principles according to excellence and professional ability (distinction). Offering equal training opportunities for women. Recommending the administrative system to adopt a propaganda about the importance of the role of the woman in the society to enhance the development process. Encouraging the woman todo her best to be outstanding in order to get equal promotion in employment. Also, the researcher suggested recommendations for other researchers to conduct further field studies about further statistical field studies about the current situation of the woman from different perspectives in general. This would enrich the literature about the woman in this respect especially the Palestinian library is still lacking in this literature. In the light of their future studies, these researchers move reach suggestions for introducing developmental programs that may reinforce the positive behavior ill the Palestinian Society towards the woman and avoid the relative behavior.en
