This study is made with the aim of preparing strategic plans based on the idea of planning for uncertainties with inclusion of urban management aspects in order to prepare administrative strategies and a model that includes strategies and spatial management that cities can use to limiting the spread of the epidemic and reducing the negative effects resulting from the outbreak of epidemics similar to the Coronavirus so they become fully prepared To confront and challenge epidemics, the city of Nablus was taken as a case study. The rationale for this research lies in the paucity and scarcity of studies and research that dealt with the concept of urban management, and spatial planning for cities in relation to epidemics and their absence at the Westbank, in addition to the Palestinian community’s need for such research in light of what Palestine suffers, like other countries of the world, from the effects of the Covid-19 epidemic. Highlight the importance and role of spatial planning and urban management in the various sectors of the city. The importance of the research lies in coming up with the necessary recovery and adaptation plans and policies for cities’ resistance to epidemics by highlighting the role of planning specifically spatial planning and urban management in this and understanding how cities can be affected by pandemics and the necessary measures to minimize the effects and enhance the ability to withstand expected threats to epidemics In urban areas, and finally, we aim to develop a comprehensive and effective administrative system to manage and treat the epidemic within cities at the present time and prepare for the future in the event of any outbreak of the epidemic in the future . This research includes important main elements, including an administrative and spatial division system for the city of Nablus into three main zones, each zone consisting of a group of sectors and one sector from a group of neighborhoods, so that each zone becomes self-reliant, satisfied with basic services and distributed fairly and adequately in proportion to the number of residents of each An zone and equitable spatial distribution at the level of neighborhoods in each region, with an administrative system at different levels, starting with the zone and ending with the neighborhood. The research also included long and short-term directive strategic plans for the axes of planning strategies, and a dynamic model was created to help responsible government agencies such as municipalities identify streets and zone that should be closed in the event of an epidemic, in addition to designing detailed plans for how to exploit spaces for residential units, open spaces, streets and sidewalks from By integrating the concepts of urban design and place management to create creative solutions that are proportional to the event and possibilitiesen_US
