dc.description.abstractUrban planning has a great significance in the Palestinian life. It is linked directly with their life and affects their existence on the land. The Palestinians, both in the West Bank and Gaza Strip, are facing planning system with a colonial and ethnic nature, which seeks to extract them from their own land as well as being an obstacle for the prospects of the development of their regions and settlements. The Israeli planning played a significant and distinct role in the Jubilation and regionalization of what had been occupied of Palestine in 1948. Also, they tried to oppose all the means of land development that was left in the hand of the Palestinian Arabs living after 1948. On the other hand, the Israeli planning was able to develop and improve the land occupied and confiscated by the Israelis during the period (1948-1967). The Israelis used this land for the purposes of work, residence, manufacturing, and development. Meanwhile, they were trying to concentrate and distribute the settlement activities in the occupied Palestine of 1948. The Jubilation and regionalization of Jerusalem City and the adjacent Arab villages and settlements was among the first issues of the Israeli planning. The boundaries of the city was defined with the aim of including as much as possible of the land with the less number of Arab population within what has been called politically and in planning terms Eastern Jerusalem Despite the distinct location of Jerusalem and its features as being the center of the three basic religions, which gives it a significant and special character among other cities in the World, the Israeli planning and the related planning institutions did not consider these spiritual, religious, and cultural values for both Muslims and Christians. So, they continued their intended policy towards the Jubilation of the City and considering it just only a Jewish culture, with no connection to any other nation. The aim of this study is to understand the ethnic nature of the Israeli planning and its intention towards the Jubilation of the City of Jerusalem during the previous periods through a systematic and scientific way. In addition, the study reviews the historical, demographic and physical characteristics of the City as a basic introduction for the development of the various planning policies and regulations. Since the Israeli planning and its tools and procedures towards the Jubilation of Jerusalem are linked with the national Israeli planning goals, the different Israeli planning policies in the Eastern part of Jerusalem with the related legislation and regulations are investigated and analyzed in this thesis Consequently, the dangerous impacts and results of these policies on the society and land are indicated. Furthermore, as the Israeli planning constitutes one the significant tools of managing the Arab-Israeli conflict, certain scenarios for the future development of the City in accordance with the Israeli policies and procedures as well as the repercussions of the Palestinian-Arab side are also mentioned. The results of the study through certain statistical givens based on the Israeli planning policies indicated that there is a very strong Israeli intention to make the Palestinian and Arabs in Jerusalem an ethnic minority without any effective role in the political, socio-economic and planning decision in the management of the City.en
dc.description.abstractيشكل تخطيط المدن أهمية كبرى في حياة الفلسطينيين, إذ يتصف بجانب حيوي هام يتصل اتصالا مباشرا ومؤثرا في حياتهم ووجودهم على الأرض, حيث يتعرضون في الضفة الغربية وقطاع غزة لنظام تخطيطي ذو صبغة استعمارية استيطانية يسعى لاقتلاعهم من أرضهم, كما يعمل جاهدا وبحزم للوقوف أمام آفاق تنمية أقاليمهم وتطويرها. وقد لعب التخطيط الإسرائيلي دورا هاما وحاسما في أقلمة ما تم اغتصابه من فلسطين عام 1948 يهوديا, وحدَّ من آفاق وسبل تنمية الأراضي التي بقيت بيد ما تبقى من أهل فلسطين العرب بعد عام 1948. كما استطاع التخطيط الإسرائيلي أن ينمي ويطور الأراضي التي سيطرت عليها إسرائيل وصادرتها من العرب في الفترة ما بين عام 1948-1967 يهوديا بحيث صبغت هذه الأراضي بصبغة العمل والسكن والتصنيع والتنمية والتطوير إسرائيليا صرفا وعملتا على تركيز وتشتيت الاستيطان الصهيوني في فلسطين المحتلة عام 1948 في آن واحد. وكان أول الوجبات التي بدأ التخطيط الإسرائيلي في التهامها والعمل على أقلمتها يهوديا هي مدينة القدس والقرى والتجمعات السكانية المحيطة بالمدينة واختط حدود المدينة آخذا بعين الاعتبار العمل على ضم اكبر مساحة ممكنة من الأراضي بأقل عدد ممكن من السكان العرب لما عرف في مصطلحه التخطيطي والسياسي بالقدس الشرقية. ومع الأخذ بعين الاعتبار وضعية المدينة وخصوصياتها ومميزاتها, والتي أعطتها مظهرا ومركزا سياديا بين مدن الكون والعالم لما تحتويه من ارث حضري, وما تمتلكه من خاصية القدسية لأتباع الديانات السماوية الثلاثة, فأن إسرائيل والتخطيط الإسرائيلي ممثلا بمؤسسات التخطيط به لم يأخذ بعين الاعتبار المركز الروحي والحضري والديني والسيادي الذي تحتله المدينة عند أصحاب الديانات المسيحيون والمسلمين, فشرعت ووفق آلية تخطيط محكمة ومتقنة في تهويد المدينة واعتبارها إرثا حضريا وعمرانيا يهوديا, ليس لأحد من غير اليهود صلة بها من بعيد أو قريب. وتأتي هذه الدراسة لتسليط الضوء على الطبيعة العنصرية للتخطيط الإسرائيلي وأطماعه التي تهدف لتهويد المدينة وطرد أهلها منها وجعلها مدينة يهودية بمرور الوقت عبر آلية علمية منهجية, يضعها التخطيط كعلم تطبيقي موضع التنفيذ. كما حاولت الدراسة توضيح الأخلاقيات التي يتمتع بها القائمين على منهج وعلم التخطيط في دولة إسرائيل حيث تشكل العنصرية والشعور بالفوقية وحق الامتلاك لما يريده اليهودي وحقه كذلك أن يفعل ما يريد, أو بملخص القول (خذ ما تشاء وافعل ما تريد), الآثار التدميرية وبشكل منهجي للمدينة بما تمثله من ارث حضري إنساني ذو صبغة عربية. وكان فحص الاتجاهات التاريخية والعمرانية والسكانية للمدينة, مدخلا لفحص تطور أنظمة سياسات التخطيط في المدينة والعوامل الحضرية والثقافية التي ساهمت في تشكيلها الفيزيائي حتى دخول المدينة عصر الصراعات السياسية ورغبة السيطرة عليها بعد ان دب في الدولة العثمانية الضعف وأخذت المدينة تخضع لمؤثرات قوى الضغط الأجنبية عليها الأوروبية منها خاصة والتي ارتبطت ارتباطا وثيقا بحركة الاستيطان الاستعماري في القرن التاسع عشر وعلاقة ذلك بالحركة الصهيونية العالمية التي اتجهت أخيرا نحو العمل على إنشاء كيان استيطاني استعماري يهودي في فلسطين, واستخدام هذه المنظمة لعنصر التخطيط آلية لزرع اليهود وأقلمة فلسطين والمدينة. وحيث أن آلية التخطيط الإسرائيلي وإجراءاته لتهويد المدينة وربطها إقليميا بأهداف التخطيط القومية الإسرائيلية، فقد قمت بتحليل ومناقشة سياسات التخطيط الإسرائيلية في القدس الشرقية مشيرا إلى الأنظمة والقوانين التي تتصل اتصالا مباشرا بهذا الأمر, والتي ترجمت على الواقع مؤخرا بشكل مخططات ذات أبعاد خطيرة على مجتمع المدينة وأراضيها. ونظرا لان التخطيط الإسرائيلي يشكل إحدى أدوات إدارة الصراع الهامة بين العرب واليهود, الفريق الأول يسعى إلى حالة الإبقاء على نفسه وفق معطيات القوة التي يقابلها أمام معطيات القوة المادية والبشرية والاقتصادية الإسرائيلية الهائلة فقد تم الإشارة إلى السيناريوهات التي يحتمل وقوعها, والتي ستؤثر على المدينة وإقليمها تلقائيا نتيجةً ووفق الإجراءات الإسرائيلية والقوى الخارجية الداعمة لها, وما يجب اتخاذه إزاء هذه القوى من الجانب العربي الفلسطيني. وأخيرا فقد أظهرت نتائج هذه الدراسة وفق معطيات الإحصائيات وسياسة التخطيط الإسرائيلي, أهداف إسرائيل بجعل العرب أقلية عرقية في المدينة, لا حول لهم ولا قوة, واستحالة أن يكون لهم تأثير في القرار السياسي او الاقتصادي أو الاجتماعي أو التخطيطي في إدارة المدينة التي يخطط الإسرائيليون بأن يشكلوا القوة الفاعلة فيها اقتصاديا واجتماعيا وسكانيا, وجعل هذه المدينة متحفا بشريا للسكان العرب.ar
