dc.description.abstract	This is study is made by the aim of introducing a new approach of making master plans for the cities, in focusing on establishing a comprehensive understanding about the current situation depending on detailed analyzing for several sectors with have direct or indirect relationship with the land uses planning, also this study introduces a methodology of assessing visions and design concepts over time. Moreover, this study seeks to show how planner can make urban policies which guide a community towards specific intentions and purposes, such an example of that in this study, the establishing of an act aiming to preserve the agricultural lands that pass through the city. So, the main outputs of this study are: new master plan for the city of Toulkarem, urban system dynamic model to assess the quality of life in the city over time, and a set of acts and strategies aim to enhance the quality of life and attractiveness in the city.	en_US
