The Time Management Among Chairpersons of Academic Department in the West Banj Universities

Abstract
The purpose of this study was to investigate the management of (line by chairs of the academic departments at West Bank Universities. The effect of sex, age , academic degree , years of experience in administrative work, and university on their management of time. The research questions: 1. What is the attitude of academic department chairs toward time and its management ? 2. What causes or obstacles, if any , prevent the exploitation of time effectively by the chairs of academic departments in the West Bank? 3. What is the degree of achievement of presented proposals to improve time management and reduce its waste as much as possible ? 4. Are there times unexploited by chairs of academic departments in the West Bank universities? 5. is time management, by academic department chairs, in the West Bank universities, influenced by the variables of sex, age, academic degree, years of experience in administrative work and in the university? 6. flow do chairs, in the academic departments at West Bank universities, distribute their official working hours in terms of activities, tasks which need completion during an academic semester? Methodology the population of the study consisted of all chairs of the academic departments in the West Bank universities. For data collection, the researcher used a questionnaire consisting of three versions. Version A Personal data. Version B consisted of 41 items (statements) distributed among live scales to learn about time management by chairs of academic departments. Version C consisted of 28 items focusing on works and activities performed by chairs of academic departments during the academic semester in questions. The questionnaire was checked for validity by agroup of experts on the subject. The reliability of the questionnaire was calculated by using Cornbach-Alpha. The reliability coefficient of time management questionnaire was 0.75. whereas the time distribution questionnaire was 0.96. The collected data was analyzed by the computer and the following statistical methods were used in answering the questions of the study: I. Percentages. 2. Means. 3. Standard deviation. Findings : 1. Academic department chairs' attitude toward time was high . Their response was 79%. 2. Academic department chairs' altitude toward time management was very high. Their response was 85.8%. 3. Degree of obstacles in time management, among academic department chairs, in the West Bank universities, was very little . Their response percentage was 47%. 4. Percentage of unexploited time, by academic department chairs, in the West Bank universities, was on average . It was 67.2%. Degree of achievement of presented proposals for time management improvement was high according to academic department chairs in the West Bank universities, it was 71%. 6 Time management, by academic department chairs in the West Bank universities, was influenced by sex variable with a slight difference in favor of females. 7. Time management, by academic department chairs in the West Bank universities, was influenced by age variable in favor of age group above 50. s. Academic department chairs' management of time was influenced by academic title variable, in favor of assistant professor. 9. Academic department chairs' management of time was influenced by variable of years of experience in administrative work, in favor of those having more than five years of experience. 10 . Academic department chairs' management of time was influenced by university variable, in favor of Bethlehem University. 11 The study found that the academic department chairs , in the West Bank universities, budgeted ( distributed ) their formal working time into several works and activities of different nature during the academic semester. University teaching took most of the academic department chairs' time followed by lecturing, reading memos, reports and taking necessary procedures, regarding them, preparation of academic research. for improvement of department and its development as well as meetings with people asking for interviews for official purposes whether inside or outside the university Their percentage ranged between 25.30% - 63.30%. Recommendations. The Palestinian universities' administrations must deepen the concept of time and its importance through planning, training programs to develop employees' skills in time management. The administrations should also hold courses and seminars on the subject in coordination with department councils in the various Palestinian universities. 2. empowering and activating the secretary's role and staffing each academic' department with a qualified secretary if possible. Each department should have a computer to facilitate performance of work and to save time and effort. 3. Granting more authority and powers to department chairs to allow them to take decisions necessary for department development. In return, the chairs have to authorize others to carry out routine work in a way that enables them to save time in order to carry out more important works. 4. Owing to dearth ( scarcity ) of relevant literature in Arabic on this subject of time and its management, the researcher calls for more research and studies in the field she also calls for the provision of both human and material resources necessary for these studies.
