- ItemThe Role ofFathers Among Refugee and Disadvantaged Families in Low And Middle-Income Countries(2019-11)The role of fathers among refugee and disadvantaged families in low and middle-income countries (LMICs) remains poorly understood. This study has sought to examine the associations between mothers’ perceptions of their husband’s involvement (hereafter referred to as paternal involvement), and her perceptions of her own parenting, distress, and well-being, as well as observed mother-child interactions in families living in disadvantaged communities and humanitarian settings. We analyzed baseline data from 104 mother-child dyads who participated in a randomized controlled trial aimed at evaluating the impact of the Mother-Child Education Program in Beirut, Lebanon. Mothers self-reported their distress, well-being, parenting (i.e., harsh discipline and parenting stress), and paternal involvement at home and in the community. Mother-child pairs were videotaped while completing a puzzle together and dyadic interactions were coded. Correlation analysis showed that higher perceptions of paternal involvement were associated with more positive affect displayed by the child, more positive regard for the child, and better mother-child synchrony during the dyadic interactions. Path analysis showed that paternal involvement was significantly associated with maternal well-being and distress. In turn, higher levels of maternal distress, were associated with higher levels of harsh discipline and more perceived parenting stress. The findings illustrate that paternal involvement may impact markers of maternal mental health and positive mother-child interactions among families living in disadvantaged communities or humanitarian settings. Paternal involvement should be considered when designing and implementing parenting programs in LMICs.
- ItemToward the Next Generation of Early Childhood Development Parenting Interventions:Knowns, Unknowns, and What Should be Known(2019-11)There is significant awareness of the importance of parenting for the development and well-being of young children; however, there is lesser knowledge about how to implement supportive efforts that enable parents (and other key caregivers) to foster the development and well-being of children. Three technical consultations were held in April 2019, June 2019 and July 2019 respectively, with the aim of developing a prospectus or research agendum to inform the design, implementation, and uptake of the next generation of ECD parenting programmes that will achieve these goals.

To address this knowledge gap, we conducted a pilot wait-list randomized controlled trial (RCT) to assess the impact and the process of implementing and evaluating the Mother-Child Education Program (MOCEP) among refugee families and one low-income community in Beirut, Lebanon. This paper focuses on the analysis of MOCEP’s implementation (i.e., key enablers of and barriers to the application and evaluation of the program). Our analysis suggests that, despite multiple challenges, implementation and robust evaluations of early childhood parenting programs in fragile contexts are feasible and urgently needed. - ItemStrategic Plan for Community and Decision-Maker Engagement and Dissemination of Parenting and Early Childhood Research in Lebanon(2019-11) Liliana Angelica PongutaFew randomized controlled trials (RCTs) have explored the imple me nta t io n and impacts of early child ho o d education and parenting programs in very fragile contexts and humanitar ia n settings. In partnership with the Arab Resource Collective, a Lebanese NGO that leads early childhood and family programming in the country and region, our team from Yale University conducted an RCT and imple me nta t io n evaluat io n of the Mother-Child Education Program (MOCEP). The program, developed by the ACEV Foundation in Turkey, applies practice-based activities in group settings to promote school readiness and holist ic child develop me nt in contexts where access to quality early childhood education programs is low. MOCEP has been translated to several language s, and implemented and taken to scale in several countries. Our RCT, conducted among two refugee and one margina l ized communit y in Beirut, is the first experimental assessment of MOCEP’s impact, and one of the few studies to empirically explore the effects of a high-intensity, structured parenting program in a context affected by displacement, food and human insecurity, and socioeconomic instabilit y. Our study demonstrated that MOCEP reduced harsh disciplinary practices and reduced parenting stress among the target populations (Ponguta et al., under review). These findings are remarkable in that the y substantiate the measurable impact of a social intervention on key markers of parental practices and wellbeing in contexts of high stress and despite mult ip le structural risk factors. Our study also explored the imple me nt at io n of the program to identify enablers and challenges to the delivery process and the feasibility of robustly evaluat ing parenting intervent ions in this study context (Ponguta et al., in press). The data emerging from the study is also being utilized to characterize family processes, the role of father’s involvement, and ways to address parenting practices and child development – all in the backdrop of limited validated instruments to assess these and other constructs in a complex study setting (e.g.., Hein et al., submitted).

- ItemAn Integrated Community-based Home Visitors Program improves Early Childhood Development in West Bank, the Occupied Palestinian Territory(2019-11)World Health Organization’s Nurturing Care Framework highlights five components of nurturing care for early childhood development (ECD): responsive caregiving, security and safety, opportunities for early learning, good health and adequate nutrition. The Palestinian Authority (PA)’s National Strategy for ECD and Intervention recognizes these needs and the service gaps in West Bank, especially at community level, where young children and their caregivers are at increased risks for toxic stress due to protracted military occupation, poverty, violence and restricted movement. There is a need to adapt existing approaches to reach mother-infant dyads at risk. Since 2010, World Vision (WV) have collaborated with the PA Ministry of Health (PA-MoH) to train female community health workers (CHWs) to deliver timed, behavioural change communication on health and nutrition for the First 1000 Days to pregnant (PWs) and postpartum women through scheduled home visits. This community-based approach is known as Timed and Targeted Counseling (ttC). Cognizant of the unmet needs for nurturing care, from 2017-19, WV tested “Enhanced ttC” (EttC) which integrated ttC with capacity building in early childhood stimulation (ECS) for caregivers and psychosocial support to mothers. WV subject matter experts provided additional training to female CHWs, who delivered EttC during scheduled home visits to PWs until their infants’ first birthday. These CHWs were also trained to facilitate group sessions at the local clinic or community venues to reinforce caregiver capacity in ECS.
