STRATEGIC PLANNING OF THE PALESTINIAN AUDIO-VISUAL MEDIA IN THE WEST BANK AND ITS SENSITITIVY TO GENDER ISSUES

Abstract
This study aimed to identify the reality of strategic planning in the Palestinian audio-visual media and its sensitivity to gender issues, also it focused on identifying the mechanisms as well as the methods used by the Palestinian audio-visual media to produce gender-sensitive content. It also aimed to reveal the factors and challenges that affect the strategic planning process and gender-responsive policy development in the Palestinian audio-visual media, in addition to revealing the reality and role of female media workers in Palestinian media institutions and their contribution to the planning and policy development process. The community study is consisted of a purposeful sample of the Palestinian audio-visual media, represented by: Palestine TV, An-Najah TV, Al-Fajr Radio, and Raya Radio Network. Interviews were conducted with a group of decision-makers, planners and policy-makers in the Palestinian media institutions. The number of interviewees was seven, and, the researcher used the descriptive analytical approach to study the phenomenon as it is in reality, and express it qualitatively, by conducting in-depth interviews as a main tool for data collection and qualitative analysis. The study came to a general conclusion that there are no written gender sensitive strategic plans, as the media depends on developing program plans that are developed with the working staff in the concerned institution. In addition to oral written policies that are learned by employees in practice, and the fact that the process of Program planning is not based on a clear policy towards gender, but rather an improvised process linked to the extent of the communicator's awareness of gender concepts and issues. The lack of gender-responsive strategic plans was reflected in restricting coverage and programs related to women and their issues to seasonality, which makes the media's ability to influence towards breaking women related stereotypes, combating discrimination and violence against women with a weak impact. The study also came out with a set of recommendations, most notably: working on the formulation of strategic plans and gender-responsive editorial policies that help media organizations in the long run in making societal change towards women and their roles. It also focused on the importance of finding monitoring and evaluation mechanisms that ensure the implementation of plans and policies as planned and revealing the extent of their gender responsiveness. The study also recommended the necessity of enrolling media staff institutions, including administrators, journalists, and decision-makers in those institutions, in specialized courses in the field of gender in order to raise their awareness of the gender concepts and the mechanisms of integrating it into the institutions' plans and policies, in order to increase their sensitivity to gender. The study also recommended the importance of offering a course in Palestinian universities that qualifies media students to produce gender-sensitive materials.
