Abstract
Jourt Amra is considered to be of particular importance in the West Bank because of its unique geographical location. It is located in the heart of four main governorates Nablus, Qalqilya, Tulkarem and Salfit. The Palestinian communities in the Jourt Amra area suffer from Israeli colonization. This has led to difficulties in the various aspects of life, including the growth of communities, which require expansion of residential and spatial; there must be sufficient areas of land to allow this expansion, but this land that need for expansion is a little and sometimes is absent because of the Oslo agreement category 58% of Jourt Amra land as area C also the Zionist colonies built on areas of its territory Aim of the dismemberment of the Palestinian population centers and the elimination of demographic Palestinian and urban communication on the one hand and a continuing urban Israeli demographic on the other hand, Israel has also developed a proposal for a separation wall in the region, which in turn will strengthen separatist gatherings and isolate (30%) of the land of Jourt Amra. Because of the growing conflict on the land between Israelis and Palestinians and Israel's manipulation of planning policy to control most of the Palestinian territories, a new idea of planning - counter planning - must be adopted, which call Black side of planning and it mean planning the opposite of planning or planning that seeks to spoil what is And improve all aspects of life for the residents of the targeted area within their current and future needs while preserving the right of future generations. Hence, this project aims to develop a development plan that aims to raise the level of the communities at all levels within their needs in opposition to the Israeli plans.
