Abstract
Abstract An_Najah national Educational Hospital located at Nablus city was established recently. The hospital includes huge number of employees. The organizational structure of the hospital includes an administrative department; the department does not have any written documented procedures relating to human resources management. This project aimed to develop a human resource management proceduralsupported with forms for the use of the administration department at the hospital to be as reference guide. This project provided updated Organizational Structure, Job Descriptions for different employees, Standard Operating Procedures for human resource department and their related forms. All this lead to improve the performance of the hospital by providing a documented procedural supported with forms.   Problem Definition   An-Najah national Educational Hospital located at Nablus city was established recently. The hospital includes huge number of employees. The organizational structure of the hospital includes an administrative department; the department does not have any written documented procedures relating to human resources management.   Project Objectives 1)      Reviewing the organizational structure of the department 2)      Reviewing and updating the job description of the employees 3)      Developing standard operating procedures for selected functions of human resources 4)      Developing forms to be used in the human resources activities   Main Results The project produced the following: 1.         Updated Organizational Structure 2.         65 Job Descriptions were designed 3.         29 Standard Operating Procedures were designed 4.         48 Forms for the developed SOPs were designed       After reviewing previous work relating to this project, the data were collected and analyzed, and then the forms for the job descriptions and standard operating procedures were designed.   The output of the project was as following: 1.      New Organizational Structure was suggested 2.      Nearly 70 Job Descriptions were designed 3.      Approximately 30 Standard Operating Procedures were produced 4.      About 46 Standard Operating Procedures Forms were designed     No.   First Graduation Project Outcomes   Second Graduation Project Outcomes   1.          Improved Organizational Structure   Final modifications and improvements on the suggested O.S   2.          65 Job Descriptions were designed     Modifications on the previously designed J.Ds and SOPs   3.          20 Standard Operating Procedures were designed     New SOPs were also designed (final # - 29 SOPs)   4.          Forms for the SOPs     New Forms for the newly designed SOPs(48)     What gave the project for the hospital?   Significance of the project comes from need to develop and regulate the current Human Resources Department, because the hospital is new and needed for many of the working procedures and necessary forms to work and the need to organize the hospital. The project provided a new organizational structure more organized and simulation of the reality of the current organizational structure, and provides about 70 job descriptions for workers in the hospital, stating the rights and obligations of each job title and the importance of the employee for the hospital and the location in the organizational structure and the admission requirements of the job. The project is also provided approximately 30 SOPs necessary to do the work in the hospital Private for Human Resources department, and shows how applied it well and effective without wasting time which would lead to facilitate work on the staff, and the existence of a clear reference to each employee in the hospital, in addition to providing the forms for each procedure which leads to ease of doing the work and organization.   The expected benefits of the implementation of the project actually: 1.      Organize and develop work in the hospital 2.      Do the work efficiently and effectively 3.      Implementation of the project works lead to archiving files and information well in hospital and data is not lost 4.      Reduce the time wasted 5.      Offers a clear way to do the job accurately 6.      Shows the rights and the duties of the staff at the hospital 7.      Provides the organizational structure of the hospital in a clear and orderly Conclusion   As planned in the start of this project, a system for Human Resource Management was developed since there was no system of the hospital. The benefits gained after the development of the Human Resource Management system, were mainly concentrated on a good background of Human Resource Management, increased skills in designing JD and SOPs forms and improved SOP writing skills.   Recommendations   1.      Approve and undertake the suggested Organization Structure, Job Descriptions and SOP's. 2.      Develop computerized system for the developed Human Resources Management system. 3.      Design new SOPs for other departments at the hospital.
